Academic Council

Governance of an Autonomous College: Academic Affair — Guru Nanak Institute of Technology

The college will have the following committees (statutory) to ensure proper management of Academic Affair. The Academic Council will be solely responsible for all academic matters, such as, framing of academic policy, approval of courses, regulations and syllabi, etc. The Council will involve faculty at all levels and also experts from outside, including representatives of the university and the government. The decisions taken by the Academic Council will not be subject to any further ratification by the Academic Council or other statutory bodies of the university. The composition and functions of the Academic Council are given in Annexure I.

Annexure I — Composition of the Academic Council

Recommended Composition of the Academic Council and its Functions in an Autonomous College

  1. The principal (Chairman).
  2. All the Heads of the Department in the college.
  3. Four teachers of the college representing different categories of teaching staff by rotation on the basis of seniority of service in the college.
  4. Not less than four experts from outside the college representing such areas as Industry, Science, Humanities & Education, Engineering etc., to be nominated by the Governing Body.
  5. Three nominees of the university.
  6. A faculty member nominated by the principal (Member Secretary).

Terms of Members

The term of the nominated members shall be two years.

Meetings

The principal shall convene a meeting of the Academic Council at least once a year, preferably, once in each semester.

Functions of the Academic Council

Without prejudice to the generality of functions mentioned, the Academic Council will have powers to:

  • (a) Scrutinise and approve the proposals with or without modification of the Boards of Studies with regard to courses of study, academic regulations, curricula, syllabi and modifications thereof, instructional and evaluation arrangements, methods, procedures relevant thereto etc., provided that where the Academic Council differs on any proposal, it will have the right to return the matter for reconsideration to the Board of Studies concerned or reject it, after giving reasons to do so.
  • (b) Make regulations regarding the admission of students to different programmes of study in the college.
  • (c) Make regulations for sports, extra-curricular activities, and proper maintenance and functioning of the playgrounds and hostels.
  • (d) Recommend to the Governing Body proposals for institution of new programmes of study.
  • (e) Recommend to the Governing Body institution of scholarships, studentships, fellowships, prizes and medals, and to frame regulations for the award of the same.
  • (f) Advise the Governing Body on suggestions(s) pertaining to academic affairs made by it.
  • (g) Perform such other functions as may be assigned by the Governing Body.

Few General Issues to be Addressed under Academic Council

  1. Both internal and external assessment of students in autonomous colleges are conducted for admitting them to higher-level courses and are considered by the affiliating University.
  2. Organization of special need-based short-term courses under the colleges' departments may be an important activity of an autonomous college to benefit the students.
  3. A wide variety of courses may be evolved in modules so that students may opt for them according to their convenience. Such courses may help them acquire additional credits.
  4. The time spent by teachers on projects and extension work shall be counted for reckoning their workload as prescribed by the University Grant Commission.
  5. Credit system and credit transfer among colleges in general and autonomous college in particular may be suitably adopted.
  6. Autonomous colleges are free to institute medals for meritorious students. The value and other terms of reference may be decided with the approval of appropriate bodies in the college.

The Board of Governors is the supreme governing body of Guru Nanak Institute of Technology. It is responsible for the overall policy, planning, and financial management of the Institute, ensuring compliance with regulatory norms and statutory requirements.

Board of Studies (BOS)

Strategies of Board of Studies

The Board of Studies (BoS) is the basic integral part of the academic system of our Institute. Its occupations will include framing the syllabus of various courses, revising and updating the content from time to time, announcing new courses of study etc.

Composition of Board of Studies

  1. Head of the department (Chairman).
  2. The entire faculty of each specialisation.
  3. Two experts in the subject from outside the college to be nominated by the Academic Council.
  4. One expert to be nominated by the vice-chancellor of affiliated university from a panel of five recommended by the college principal.
  5. One representative from industry/corporate sector/allied area.
  6. One meritorious alumnus to be nominated by the Chairman.
  7. The chairman, Board of Studies, may with the approval of the principal of the college, co-opt:
    1. Experts from outside the college whenever special courses of studies are to be formulated.
    2. Other members of staff of the same faculty.

Tenure

The tenure of the nominated members shall be THREE years.

Meeting

The principal of the college shall draw the schedule for meeting of the Board of Studies for different departments. The meeting may be scheduled as and when necessary, but at least once an year.

Functions of the Board of Studies

  1. To frame and revise the syllabus of the subject concerned as frequently as necessary and to be given priority as the main function of the Board of Studies.
  2. To formulate a detailed syllabus of different courses of each department and submit to the Academic council/ Board of Governors for approval.
  3. To recommend to the Academic council/ Board of Governors the rules, regulations and minimum qualifications required for the faculty to be the instructor in UG and PG courses.
  4. To prepare/revise boards of paper setters and moderators for valuation, practical and viva-voce and panels of judges for Thesis / Dissertation / Project Work of UG/PG courses.
  5. To make model question papers for the subject concerned as and when there is a revision of syllabus.
  6. To recommend to the Academic council regarding Text books, reference books.
  7. To guide the department about industry collaboration, IIPC cell activity.
  8. To recommend the department about award scheme that may encourage bright student and some measures to enhance the skill of weak students.
  9. To guide the department about student project and R&D activity.

Opinion by Circulations

In case of necessity, the Chairman (BoS) / Head of the department / principal may acquire the opinion of the members of BoS by circulation of any proposal. Such opinion together with the action taken thereon shall be communicated to all the members of BoS and to the Academic council/ Board of Governors.

Memorandum of the Boards of Studies

  1. Respective PG/UG Board of each department shall meet at least once in a semester.
  2. The Chairperson of the Board of each department concerned will supervise over the meetings of the Board of Studies. In case of absence, the other convener will preside over the meeting.
  3. The chairperson of each Board of Studies of each department shall arrange to prepare the agenda for each meeting and it to be sent to all the members at least fifteen days before the date of the meeting.
  4. The quorum for respective Board of Studies meeting shall be not less than 1/3 (one third) of the full strength of the Board.
  5. The conclusions in the Board of Studies shall be made as far as possible by consensus and, if required, by majority.
  6. The Convener of Board of Studies shall prepare the minutes of each meeting and shall submit them to the Academic council/Board of Governors.

Finance Committee

The Finance Committee presents the financial implications and the audit report to the Governing Body. It also serves as an advisory team, which would offer sagacious suggestions to the Governing Body to use the funds with discretion.

To ensure proper utilization of fund.

Functions of the Finance Committee

The Finance Committee shall act as an advisory body to the Governing Body, to consider:

  • Budget estimates relating to the grant received/receivable from UGC, and income from fees, etc. collected for the activities to undertake the scheme of autonomy; and audited accounts for the above.
  • To recommend fixation/revision of fees and other charges payable by the students to the College Governing Council.
  • See that expenses incurred have budgetary provision; recommend for approval financial proposals made by other committees with or without modification.
  • Check that necessary formalities have been observed in incurring expenses.
  • Check process bills placed for payment.
  • Consider proposal for enhancement of wage/allowance or engagement of temporary staff.

Anti-Ragging Committee

It has been rightly said that the end may not always justify the means. Behind the façade of 'welcoming' new students to college, ragging, in actuality, is a notorious practice wherein the senior students get an excuse to harass their junior counterparts, and more often than not, make them easy targets to satiate their own perverse sadistic pleasures.

The Honorable Supreme Court of India perhaps has given a more comprehensive meaning of ragging as under: "Ragging is any disorderly conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or undisciplined activities which cause or are likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student."

Role & Responsibilities

In this institute, our aim is "To create and maintain ragging free environment through continuous awareness drive and all round monitoring". Few of the functions are mentioned as below:

  • To uphold and comply with the directions of the Honorable Supreme Court and be vigilant on any acts amounting to ragging.
  • To publicize to all students about the prevalent directives and the actions that can be taken against those indulging in ragging.
  • To consider the complaints received from the students and conduct enquiry and submit report to the Anti-Ragging Committee along with punishment recommended for the offenders.
  • Oversee the procedure of obtaining undertaking from the students in accordance with the provisions.
  • Conduct workshops against ragging menace and orient the students.
  • To provide students the information pertaining to contact address and telephone numbers of the person(s) identified to receive complaints/distress calls.
  • To offer services of counseling and create awareness to the students.
  • To take all necessary measures for prevention of Ragging inside the Campus/ Hostels.

Steps Taken to Handle Ragging Cases

At our institute, we believe in zero tolerance and thus witness very rare ragging cases. We have taken strict actions against such acts and thrived to maintain the same. Some of our measures taken are described below:

  • In the Institute website, there is mention about a total ban on ragging in the college and if anyone found guilty is liable for appropriate punishment.
  • The regulations, posters, banners are displayed in the hostel, college notice boards, and in prominent places throughout the institute premises.
  • Along with the Anti-Ragging committee the anti-ragging squad has also been constituted and steps were taken to implement the anti-ragging Program.
  • Continuous guidance and mentoring is provided to all the students in the mentor-mentee scheme.
  • The Wardens for boys and girls students have been asked to monitor the students and their well-being constantly.
  • Security has been strengthened.
  • Students are informed and sensitized on appropriate punishment as per the laws.

Cultural Committee

Objective and Activity: Cultural activities form a major part of the education with a holistic perspective. The main motive of the committee is to provide a platform for students to improve their interpersonal and artistic skills and to showcase their talent. While preparing for the grind of a corporate atmosphere, cultural activities serve to reinvigorate the students and help them to hone their skills and creativity. There is no better way to learn to connect to their fellow men than through a shared experience of culture.

The committee aims to improve the bonding of students with the college by celebrating Teachers' day (Ujan), organizing Fresher's Welcome (Sampan), Annual Fest (Zyzzva), Farewell (Twilight) etc. Also various cultural activities are organized occasionally for the faculty and staff members of the college.

GRIEVANCE REDRESSAL CELL

The Grievance redressal cell is entrusted to deal with the complaints of the aggrieved students of the institution. The students can inform the cell regarding their issues through online grievance redressal system or trivial offline method. The cell has been formed strictly following the UGC regulations. The following issues are considered to be redressed by the cell as per UGC regulation.

Issues Covered Under UGC Regulation

  • Making admission contrary to merit determined in accordance with the declared admission policy of the Institute.
  • Irregularity in the admission process adopted by the Institute.
  • Refusing admission in accordance with the declared admission policy of the Institute.
  • Withhold or refused to return any document in the form of certificates of degree, diploma or any other award or other document deposited with it by a person for the purpose of seeking admission in such Institution with a view to induce for compel such person to pay any fee or fees in respect of any course or program of study which such person does not intend to pursue.
  • Demand of money in excess of that specified in the declared admission policy or approved by the competent authority to be charged by such Institution.
  • Breach of the policy for reservation in admission as may be applicable.
  • Complaints of alleged discrimination by students from schedule caste, schedule tribes, OBC, Women, Minority or disable categories.
  • Non-payment or delaying payment of scholarships to any students that such Institution is committed, under the conditions imposed by AICTE, or by any other authority.
  • Delay in conduct of examination or declaration of result beyond that specified in the academic calendar.
  • Non provision of student amenities as may have been promised or required to be provided by the Institution.
  • Denial of quality education as promised at the time of admission or required to be provided.
  • Non transparent or unfair evaluation practices.
  • Refund of fees on withdrawal of admission as per AICTE instructions from time to time.

There is an active online grievance redressal system available on the home page of the institute website. A laminated flowchart of this online redressal system is displayed on the academic office corridor to make the students aware of the system. The redressal of a grievance is dealt with highest emergency and the redressal time is strictly kept within the time limit as per UGC regulation.

Industry Institute Partnership Cell

Objective of IIP Cell

  • To establish a platform for enhancing relationship between the institute and industries, thereby increasing the opportunities for the students for internships, live projects and to acquaint the students beforehand with the demands of the corporate atmosphere.
  • To enhance the technical knowledge of teaching faculties and students in modern technology.
  • To make the students to understand about the modern machines and process by arranging industrial visits, tours and in-plant training.
  • To create employment opportunities in industries.
  • To develop consultancy activities between industries and our institutes and other institutes.
  • To create awareness among the students and teaching faculties about the latest technical developments taking place in industries.

Internal Complaint Committee

The Internal Complaint Committee has been formed in Guru Nanak Institute of Technology strictly following the UGC guidelines. The Internal Complaint committee (ICC) looks after any complaints made by the students and staff members related to gender inequality or sexual harassment. The committee mostly accepts the complaints from the victim in written mode and keeps it confidential so that the victim in no way gets influenced to withdraw the complaints under the pressure of the offender(s). Any case of sexual harassment or assault in any forms is dealt strictly by the committee. The committee not only takes punitive measures against the offenders of sexual harassment but also takes initiative to promote awareness about it through sensitization programs. The ICC addresses the issues on emergency basis and takes prompt action. Thus due to this quick redressal system the students and staff feels completely safe within the campus.

Objectives of the Committee

  • To promote awareness about sexual harassment through educational initiatives those encourages and foster a respectful and safe campus environment
  • To ensure that students, faculty and staff are provided with current and comprehensive materials on sexual harassment and assault
  • To provide a neutral, confidential and supportive environment for victims of sexual abused (if any)
  • To advise complainants of the informal and formal means of resolution as specified by the Cell
  • Deal with cases of discrimination and sexual harassment against women, in a time bound manner, aiming at ensuring support services to the victimized and termination of the harassment
  • Recommend appropriate punitive action against the guilty party
  • To provide information regarding counseling and support services on our campus.

Working Protocols of the Committee

  • The complainant will have to submit an application duly signed, addressing to the Convener of the Committee.
  • A meeting will be called immediately where the members of the Committee will discuss the complaint.
  • If the case comes under the purview of the Committee, an enquiry committee will be set up.
  • The Committee will submit a report to Prof. (Dr.) Santanu Kumar Sen, Principal, GNIT and also recommend the nature of action to be taken after discussion with the Principal and Registrar of the institute.

  • Student awareness about the existence of such committee
  • As it is natural in our society that people do not open up about their sexual harassment, counseling is very important. Confidential counseling service is provided to the students as well as the staff members.
  • Awareness Workshops on sexual harassment at professional arena is organized at definite intervals for the faculty, non-teaching staff and students. The aim of the workshops is to develop non-threatening and non-intimidating atmosphere of mutual learning.

Constitution

The Internal Committees shall consist of the following members to be nominated by the employer, namely:

  • (a) a Presiding Officer who shall be a woman employed at a senior level at workplace from amongst the employees. Provided that in case a senior level woman employee is not available, the Presiding Officer shall be nominated from other offices or administrative units of the workplace. Provided further that in case the other offices or administrative units of the workplace do not have a senior level woman employee, the Presiding Officer shall be nominated from any other workplace of the same employer or other department or organisation.
  • (b) not less than two Members from amongst employees preferably committed to the cause of women or who have had experience in social work or have legal knowledge.
  • (c) one member from amongst non-governmental organisations or associations committed to the cause of women or a person familiar with the issues relating to sexual harassment. Provided that at least one-half of the total Members so nominated shall be women.
  • (3) The Presiding Officer and every Member of the Internal Committee shall hold office for such period, not exceeding three years, from the date of their nomination as may be specified by the employer.
  • (4) The Member appointed from amongst the non-governmental organisations or associations shall be paid such fees or allowances for holding the proceedings of the Internal Committee, by the employer, as may be prescribed.

Executive Summary of IQAC

Guru Nanak Institute of Technology is instituted with a vision to empower the aspiring professionals with the technological knowledge and professional expertise under the aegis of JIS Group Educational Initiatives in the year 2003. This technical campus offers undergraduate and postgraduate courses under MAKAUT (Formerly known as WBUT) and some courses are NBA Accredited. The Institute is approved by AICTE and accredited by UGC, NAAC and located in one of the prime locations in North Kolkata near Sodepur. The Institute offers latest technology oriented courses as per industry trends and nurtures creativity, innovations and research initiatives both at faculty and student levels to enrich and enhance the teaching learning process.

Weakness

  1. Though women students are many in numbers still the women student ratio could be improved.
  2. More solar power installations are needed to rely on non-conventional energy source.
  3. Despite of several fended projects bagged by the institute, still it is trying for mega project (>1 crore) for higher ranking in NAAC.
  4. Having achieved more than 80% student placement offer, institute still driving for Core Company/ non-it placement.

Opportunities

  1. Efforts to open new emerging courses either in B.Tech or B.Sc or M.Tech to catch-up the present days need.

  3. Institute is going to open pre-incubation cell and entrepreneurship development cell under the aegis of IIC GNIT. More industry collaborations are sought to make this a successful endeavor.
  4. Centre of excellence for device fabrication is on the verge of launch. More funded projects are needed to make this centre a hub of excellence.
  5. Many patents published by faculty members and students still need for more numbers of ipr and student project.
  6. Opportunity to learn from international online MOOCS Platform (COURSERA).

Challenges

  1. With growing interdisciplinary approach in teaching learning-process, there is a greater challenge to periodically restructure our academic curriculum and industry partnership.
  2. More research grants and industry partnerships are needed for student product development activities in order to groom potential entrepreneurs.
  3. Identifying industry partners who are willing to invest on product development is a paramount task.
  4. Venture capitalists and angel investors' participation will determine our on Translational research.
  5. Government initiatives launched recently on smart city, start-ups, make in India, Digital India, skill development schemes have close parallel to the vision and mission of our institute which needs to be integrated.

The OBC Cell in the institute promotes the special interests of students in the reserved category and to guide the students to optimally utilise the benefits of the schemes offered by the Government of India. The newly constituted OBC cell in GNIT adheres to the guidelines of the Government of India as communicated by the MHRD and the AICTE with respect to the upliftment of the students and employees belonging to the OBC categories and other weaker classes.

  1. It is expected to provide special inputs in areas where the students experience difficulties.
  2. The Cell may conduct regular remedial coaching classes on life skills, personality development, writing assignments and making presentations.
